The Naval Weapons Industrial Reserve Plant (NWIRP) Bedford is located in the town of Bedford in Middlesex County,
The NWIRP property consists of an approximately 46-acre parcel that is owned by the Navy and currently operated by Raytheon Company. The northern portion of NWIRP Bedford is located on Hartwells Hill, at an approximate peak elevation of 205 feet above mean sea level. The central and southern portions of NWIRP Bedford are located on the gentler southern slopes of Hartwells Hill, at an elevation of approximately 130 feet. The mission of NWIRP Bedford is to design, fabricate, and test prototype weapons equipment, such as missile guidance and control systems. Activities at NWIRP are conducted in two main structures: the Components Laboratory and the Flight Test Facility.
Land use adjacent to NWIRP Bedford is zoned residential, though sparsely populated. The nearest residence, with the exception of the trailer park associated with the Hanscom Air Force Bases, is about 600 feet to the northeast. The NWIRP was placed on the National Priorities List in May 1994. Environmental cleanup activities at the Site have continued in accordance with CERCLA since that time. The Federal Facility Agreement (FFA) became effective in February 2000. The FFA established enforceable schedules and deadlines for cleanup activities. In accordance with the FFA, a Site Management Plan (SMP) with task schedules and deliverables is updated annually each October.
Site 1, Operable Unit 2 (OU2) is located at the northern edge of the NWIRP facility near the Antenna Range and Facility Storage Buildings. The research on the operational history of the facility conducted for the Initial Assessment Study (IAS) indicated that the ash from the incinerator had been deposited in this area. Site 1 was considered to be a potential source of contamination due to the potential presence of metals from film waste (silver) and paint waste (lead, chromium, and zinc). There is no record of hazardous waste or waste other than the incinerator ash being placed at Site 1. There are two areas at Site 1: Area A is about 5,000 square feet, and is located at the base of the Old Incinerator Area B forms the fill area to the east of the Old Incinerator, and occupies about 8,000 square feet. Area A is mostly paved. Area B is covered with fill and is partially revegetated. There has been no ash disposal on this site for the past 25 years.
This Record of Decision (ROD) sets forth the No Action decision for Site 1. There are no principal threats or low-level threats at Site 1. No action is necessary at Site 1 to protect human health and the environment.
Site 1, Operable Unit 2 is one of 4 operable units at the Naval Weapons Industrial Reserve Plant (NWIRP) Bedford. Site 1 has been addressed independently from the rest of NWIRP Bedford so that the Navy can proceed with closure of this site as soon as it has met the requirements of the Superfund process. Since No Action is proposed for Site 1, the ROD for this site can be completed this year. The proposed No Action for Site 1 is not expected to have any impact of the strategy or progress for the rest of the sites at NWIRP Bedford.
