Abstract:  Please note that the text in this document summarizes the Record of Decision for the purposes of facilitating searching and retrieving key text on the ROD. The North Penn Area 1 Site is located in Souderton, Pennsylvania. North Penn Area 1 is located in an area that contains a mixture of commercial and residential properties. All residences within the immediate area use public drinking water supplies. The site is in an area with gently rolling topography. Most of the surface runoff in the area drains to the Schuylkill River.

The contamination at the Area 1 Site was first noted in 1979 in North Penn Water Authority well S-9. High levels of PCE were detected in this well. As a result, the site was added to the NPL in March 1989. After the contamination was identified, potentially responsible party (PRP) searches by EPA identified five facilities in the area that may have contributed to the existing groundwater contamination. Of these sites, three revealed contamination on their properties. These properties are Gentle Cleaners, Granite Knitting Mills, and Parkside Apartments.

This ROD addresses OU1 which discusses the remedial action for source control. This ROD also addresses OU2 which discusses the interim action for groundwater.

Excavation will be the primary remedy at this site for the principal threats in the soil. Pump and treat will be the primary remedy for groundwater.

The remedy status for the media addressed in this ROD are as follows: Groundwater 1 is Interim Action. The media volume associated with this site is not documented.

The remedy status for the media addressed in this ROD are as follows: Soil 1 is Final Action. The media associated with this site has a volume of 610 Sq. Miles. The state does not concur with the selected remedy.
Remedy:  The selected remedial action for this site includes excavating contaminated soils at each of three properties (approximately 610 cubic yards) and disposal at an EPA-approved facility; pumping and treatment by air stripping of the upper interval (30 to 40 feet) of the Granite Mills well and the entire Well S-9; and groundwater monitoring.

Soils will be excavated at each of the three properties where PCE contamination exceeds remediation goals. The remediation goals were developed for each property by evaluating the concentration of contaminants, the depth to groundwater, the subsurface conditions, and other factors. The performance standards for remediating the soils, and the estimated volume of soils to be removed for each property are:

Gentle Cleaners 270 ppb PCE 115 cubic yards
Granite Knitting Mills 260 ppb PCE 400 cubic yards
Parkside Apartments 820 ppb PCE 95 cubic yards

The three areas will be restored to their natural conditions by grading and contouring with clean fill.

The selected interim action for the groundwater operable unit consists of pumping the upper interval (top 30 to 40 feet) of the Granite Knitting Mills well where the highest levels of PCE are found entering the well.

The entire interval of Well S-9 will be pumped and is expected to contain the plume.

The water that is extracted from these wells will most likely be combined and treated in one treatment system using air stripping; treated groundwater will be discharged to either a local tributary or sewage treatment plant.

The overall Present Worth costs are $1,505,516. The annual O&M costs are $12,417 (Year 1 to 30.)
