Abstract:  Please note that the text in this document summarizes the Record of Decision for the purposes of facilitating searching and retrieving key text on the ROD. The Abex Corporation-site is a former brass and bronze foundry located in the eastern section of Portsmouth, Virginia. Land use in the area is residential, commercial, and industrial. The site is approximately 1.2 miles southwest of the confluence of the southern and eastern branches of the Elizabeth River. Operable Unit 1 contains the former Abex brass and bronze foundry, which consists of five buildings and the associated former waste sand disposal areas.

The site was operated from 1928 to 1978. During this time period, the foundry melted and recast railroad car journal bearings. The bearings were cast in sand molds. As a result of this process, the sand casts became laden with the heavy metals lead, antimony, copper, tin, and zinc. Waste sand was disposed in a one-acre area immediately north of the foundry building.

In June 1984, EPA contractors conducted a site inspection. Due to the presence of high concentrations of heavy metals in the site's soil, EPA entered into a consent order with Abex in August 1986. Based on the findings of the RI/FS dated February 1992, EPA ordered Abex to remove contaminated soil from the site property. To date, Abex is still conducting removal operations.

The Abex site has been organized into two operable units. This ROD Amendment revises the ROD signed on September 29, 1992. This ROD Amendment presents the revised remedial action selected for Operable Unit 1 and addresses the lead contamination in soil and waste sands on the Holland Property, the Abex Lot, the McCready Lot, and in surrounding properties within an approximate 700-foot radius of the Abex foundry facility. OU-2 addresses potential contamination of the shallow and deep aquifers, ecological impacts, and additional soil contamination that may exist beyond the 700-foot radius being addressed in OU-1.
Remedy:  The selected remedial action for this site includes excavating soils exceeding defined levels (500 mg/kg for areas zoned for residential use and 1,000 mg/kg for areas zoned commercial/light industrial at depths between 1 and 2 feet) for the area; implementing institutional controls to prevent future excavation; testing excavated soil and waste material and determining if the soil is considered RCRA hazardous waste; treating RCRA waste on-site by using chemical/reagents to stabilize and immobilize lead and other metals, disposing the waste off-site in a permitted RCRA Subtitle D landfill; and TCLP testing of material, decontamination, and off-site disposal in a RCRA Subtitle C or D landfill based on TCLP results.
