The LCAAP is a 3,935-acre government owned-contractor operated small arms manufacturing facility located between Independence and Blue Springs, Missouri and approximately 20 miles east of Kansas City, Missouri (Figure 1). A security fence currently surrounds the LCAAP. The LCAAP receives its water supply from the underlying alluvial sand and gravel aquifer. Treated water that is distributed is tested per EPA and State Drinking water standards at MDNR-certified laboratories. Industrial operations, including military manufacturing,assembly, storage and test firing, have occurred on the site since 1941, contaminating groundwater, surface water and soils with volatile organic compounds (VOCs), explosives, perchlorates and heavy metals.
